MID-TERM REVIEW – MFAT SUPPORT FOR THE PACIFIC FEMINIST FUND

This document specifies the Terms of Reference (ToR) for the mid-term review of MFAT’s support to the Pacific Feminist Fund (PFF) during its inception phase.

BACKGROUND

The Pacific Feminist Fund (PFF) is a new non-government organisation that aims to support and amplify the work of Pacific feminists and the feminist movement across the Pacific region. This responds to research which found that less than 1% of donor’s funding is reaching women organisations in the Pacific through direct funding[1]. PFF provides grants and support for women’s groups and feminist movements to amplify their work; builds and shares knowledge of Pacific feminist ways of working; and seeks to influence funding decision-making to increase the flow of resources to women’s groups and feminist movements in the Pacific region. PFF formally launched at the third Pacific Feminist Forum in May 2023 and they have made strong progress in the second year of their establishment. Alongside Australia, MFAT is providing funding for three years to support PFF to establish
their organisation and commence their work. MFAT’s current funding is from 2023-2026 and this mid-term review is to review progress to date and provide recommendations to strengthen the partnership and inform future directions.
